ABSTRACT
The purposes of this research are to determine
operational costs economically in development of building
campus III of Prof. Dr. Hazairin, SH University of Bengkulu City uses value engineering method and to analyze social and environment
aspects relate with that building based on various of regulation relate with
construction of buildings. This
research is descriptive with quantitative and qualitative approach. Method of
collecting data uses observasion method.
The results of this study show that
(1) the application of value engineering
methods in building campus III Prof. Dr. Hazairin, SH University of Bengkulu
City, the cost of construction of the building to be more economical, amounting
Rp.4,067,205,005.77 of the initial cost of development of Rp.4,489,338,010.28; (2) the application of value engineering method obtained Rp.422,133,004.51
or cost savings of 9.4% with a material adjustment to the existing types of
construction work; (3) building erected on their own land, the Foundation of
Semarak Bengkulu, so it has been in accordance with the provisions contained in
Article 32 of the Regulation of the Minister of Education and Culture, Number
49 Year 2014; (4) The building has a BMI in the process of founding the GSB
within 30 meters of the shaft Jalan Sudirman as one of the arterial roads in
Bengkulu City, so that it complies with Article 1 letter (x) Bengkulu City
Regional Regulation No. 21 Year 2003 and Decree No. 269 of Bengkulu Mayor 2004;
and (5) the building was set on the ground and the topography is hard, flat,
and stable which is far from the river, the beach, and a railway station which
incidentally does not exist in Bengkulu City. Building established in areas
that are not under Air Line High Voltage and Extra High Voltage Air Line.
