    CITY GOVERNMENT POLICY IMPLEMENTATION BENGKULU REVITALISATION MARKET IN TRADITIONAL MARKET PANORAMA AS PILOT

    ABSTRACT

    The purposes of the research is to describe the implementation of Bengkulu City Government’s policy in revitalization of Panorama Market as a sequential traditional market. The analysis method is used descriptive method with quantitative approach.
    Results of the research showed that (1) the planning of revitalization program of Bengkulu City consists of a) the combining among RPJMN Year 2010 until 2015, Strategic Plan of Ministry of Trade and Industry, RPJMD of Bengkulu Province, and Work Plan of Agency of Trade and Industry; b) the standardization of revitalization is suited with Plan of Bengkulu City’s Space Arrangement; and    c) costs are needed amounts of Rp. 45 billion; (2) implementation of revitalization consists of a) utilization of staff structure from Trade Division of Agency of Trade and Industry, b) utilization of fund source were sourced from Ministry Trade and Industry and Estimate Income and Expense Local. Human Resource mixed up with in that implementation of revitalization program are the humans has experience in development of public facilities, and c) utilization of appropriate method cooperated with the contractor as a developer is Sinar Intan Papua Permai, Ltd for physical activity, used good and qualified materials suits for Bengkulu City’s condition is labile to earthquake, do intern audit, and  direct survey by team of Ministry of Trade and Industry; and (3) the monitoring of revitalization of Bengkulu City’s Panorama Market consists of a) schedule of monitoring was done once in a week during revitalization program going on and b) the monitoring was done by Manager Functionary of Activity Technical derived from Trade Division of Agency of Trade and Industry of Bengkulu City.
