    THE EVALUATION ANALYZE OF THE DEGREE OF SOCIETY PARTICIPATION TO PROGRAMA OF RURAL DEVELOPMENT

    ABSTRACT

    The aim want to reach in this research is to evaluate degree of societies’ participation to programa rural development, especially programa of village’s road development at Lais Sub District Regency of Bengkulu Utara. The analyze method used to explain degree of societies’ participation to programa rural development with involvement indicator in planning stage, implementation, give and bennefitted the result, and supervising, appraisal, also maintenance the result is descriptive method with quantitative approach use Likert Scale with 5 (five) scales, i.e very good, good, enough good, not good and worst.

    Results of the research showed that (1) degree of society’s involvement in planning stage with percentage 70.44% in good criteria, (2) degree of society’s involvement in planning stage with percentage 56.50% in enough good criteria, (3) degree of society’s involvement in take and utilize result stage with percentage 49.60% in enough good criteria, (4) degree of society’s involvement in supervising, assessment, maintenance stage with percentage 39.43% in not good criteria is a dominant factor causes village’s road damage and (5) totally degree of society’s involvement of fourth stage rural street development with percentage 55.99% in enough good criteria.

    THE IMPLEMENTATION OF PROGRAM KELUARGA HARAPAN IN BENGKULU NORTH REGENCY


    ABSTRACT

    The purpose of this research is to analyze the implementation of Program Keluarga Harapan in Bengkulu Utara Regency and all of constraints in that implementation of it. This research is descriptive research with quantitative approach. The collecting of data uses questionnaire. The analysis data uses statistics method with analysis instrument is Likert Scale with 5 (five) scales, i.e very good, good, enough good, not good, and worst.

    Results of the research showed that (1) the implementation of Program Keluarga Harapan (PKH) in Bengkulu Utara Regency consists of 3 (three) stages are (a) planning with percentage 91,20% (very good), (b) realization with percentage 77,08% (good), and (c) monitoring and evaluation with percentage 58,06% (good). The average of percentage all of stages is 63,96% with good criteria and (2) the constraints in the implementation of PKH in Bengkulu Utara Regency are (a) the constraints derive from the implementor of PKH are quality of Human Resources of healthy and education sector and the schedule of receiving of PKH’s funds.  The average of percentage this constraint is 65,80% with good criteria and (b) the constraints derive from PKH’s participants are low of awareness and knowledge level of Very Poor Households’ families to the importance of education and healthy; low of participation and support of societies; and the societies’ cultural social. The average of percentage this constraint is 39,20% with not good criteria (more dominant).

    DETERMINATION OF COMPENSATION FOR DEVELOPMENT IN LAND ACQUISITION FOR PUBLIC INTEREST BY LAW NUMBER 2 IN 2012


    ABSTRACT
    The purposes of this research are to know and analyze the implementation determining of compensation in land acquisition to development for public importance at Bengkulu Tengah Regency and the constraints in that implementation based on Constitution Nomer 2 in 2012 about Procurement of Land to Development for Public Importance. Method of the research is the research descriptively with approach case study. Method of data collecting through interview. The analyze method is qualitative analysis.

    Results of this research showed that First, the implementation determining of compensation in land acquisition to development for public importance are  (a) in determining amount of compensation is formed Implementer Team Land Acquisition is called Nine Team. This thing showed appraisal of compensation suits with stipulation in Constitution No. 2 in 2012 Paragraph Rule 31, (b) before do determining amount of compensation, Nine Team didn’t do preparation of land acquisition is identification and verification, ownersihp, using, and utilization of land. This thing showed determining amount of compensation doesn’t suit with stipulation in Constitution No. 2 in 2012 Paragraph Rule 28, 29, and 30, (c) results of appraisal by Nine Team are informed to Agency of National Land Affairs of Bengkulu Tengah Regency in form of program announcement.This things showed results appraisal amount of compensation don’t suit with stipulation in Constitution No. 2 in 2012 Paragraph Rule 37 clause (2), (d) value of compensation to non-productive land based on price of land in local area and for productive land based on Decision Letter of Bengkulu Governor Nomer P.2245.VI in 2010 about Standard of Compensation to Cultivation in Bengkulu Province, but in Constitution No. 2 in 2012, there is not Paragraph Rules or clauses describe certainty in determining amount of compensation in land acquisition, (e) determining of compensation through conference of determining compensation by Nine Team. This thing showed determining of compensation suits with stipulation in Constitution No. 2 in 2012 Paragaraph Rule 37 and  (f) form of compensation is cash money that delivery through Branch Office Unit BRI (Bank Rakyat Indonesia) Talang Empat District, Bengkulu Tengah Regency. This thing showed giving of compensation suits with stipulation in Constitution No. 2 in 2012 Paragraph Rule 36. Second, the constraints in determining of compensation of land acquisition to development for public importance are (a) the election of certainty in determining of compensation was given by organization need land to subject’s of land and (b) availability do funds from organization need land wanta to amount of compensation as small as possible, on the contrary subject of land wants to value of compensation as big as possible.

    IDENTIFICATION OF FRESHNESS LEVEL AND FISHES’ PHYSICAL DAMAGE AT SUNDAY MARKET OF BENGKULU CITY

    SUMMARY

    The purposes of this research are to identify fishes’ freshness level at Sunday Market of Bengkulu City based on Indonesia National Standard 01-2729.1-2006 about Spesification of Fresh Fish, kinds of fishes’ physical damage, and the factors influence that physical damage. Method of the research used is survey method. The data analysis used qualitative inductive method is approach with describing of data from generally form into specific form.
    Results of the research showed that 1) level of fishes’ freshness at Sunday Marketof Bengkulu City based on Indonesia National Standard 01-2729.1-2006 about Spesification of Fresh Fish showed in morning all of fishes in fresh criteria, in noon only Sarden fish descended in freshness level, in afternoon average fifth of fishes is not fresh criteria; 2) kinds of the fishes’ physical damage at Sunday Market of Bengkulu City for a) Sarden Fish are out of stomach’s contents and detached of head, b) Tuna Fish and Tongkol Fish are bruise, injure, there are strange things are abnormally in fishes’ body, and c) Pomfret fish and Calcarifer fish are bruise and injure; and 3) the cause of factors to fishes’ physical damage ata Sunday Morning of Bengkulu City for a) Sarden fish are trampled down, piling up is too high in storage container before they are saled and in saled time at the market,   b) Tuna fish and Tongkol fish are the fishes catching tools are incorrectly, throw down forcefully, and packaging is incorrectly during process of transportation and distribution, c) Pomfret fish and Calcarifer fish are throw down forcefully, piling up is too high in storage container before they are saled and in saled time at the market, and packaging is incorrectly during process of transportation and distribution.

    ANALYSIS OF THE POTENTIAL FOR ECOTOURISM OF BENGKULU CITY'S COASTAL REGION

    ABSTRACT


    The purposes of this research are to describe the potential of coastal area ecotourism of Bengkulu City, to measure the societies’ perception to that potential, and to analyze that economic value. Analysis method used is descriptive method with qualitative and quantitative approach. The description potential of coastal area ecotorism of Bengkulu City through data of direct observation results to research location, the measuring of that potential used Likert Scale with 5 (five) scales, i.e. very agree, agree, hesitant, not agree, and very not agree, and that economic value used Travel Cost Method.

    Results of the research showed that 1) the potential of coastal area ecotourism of Bengkulu City include (a) nature attraction consists of Long Beach, Tapak Paderi Beach, Zakat Beach, (b) cultural attraction like Tabot tradition, and (c) historical attraction consiss of Fort Marlborough, Thomas Parr Monuments, Hamilton Column, British Cemetary, Isolation House of Bung Karno, and Inheritance House of British General Governor; 2) The societies’ perception to potential of coastal area of Bengkulu City include (a) originality of nature environment and cultural in very good criteria,          (b) existence and societies’s support in medium criteria, (c) education and experience in good criteria, (d) ability of managerial management in not good criteria, and (e) amenitas in medium criteria; and 3) totally, total of economic value of coastal area of Bengkulu City amounts of Rp.2.616.000,- and average of economic value of coastal area of Bengkulu City amounts of Rp.872.000,-.

    CITY GOVERNMENT POLICY IMPLEMENTATION BENGKULU REVITALISATION MARKET IN TRADITIONAL MARKET PANORAMA AS PILOT

    ABSTRACT

    The purposes of the research is to describe the implementation of Bengkulu City Government’s policy in revitalization of Panorama Market as a sequential traditional market. The analysis method is used descriptive method with quantitative approach.
    Results of the research showed that (1) the planning of revitalization program of Bengkulu City consists of a) the combining among RPJMN Year 2010 until 2015, Strategic Plan of Ministry of Trade and Industry, RPJMD of Bengkulu Province, and Work Plan of Agency of Trade and Industry; b) the standardization of revitalization is suited with Plan of Bengkulu City’s Space Arrangement; and    c) costs are needed amounts of Rp. 45 billion; (2) implementation of revitalization consists of a) utilization of staff structure from Trade Division of Agency of Trade and Industry, b) utilization of fund source were sourced from Ministry Trade and Industry and Estimate Income and Expense Local. Human Resource mixed up with in that implementation of revitalization program are the humans has experience in development of public facilities, and c) utilization of appropriate method cooperated with the contractor as a developer is Sinar Intan Papua Permai, Ltd for physical activity, used good and qualified materials suits for Bengkulu City’s condition is labile to earthquake, do intern audit, and  direct survey by team of Ministry of Trade and Industry; and (3) the monitoring of revitalization of Bengkulu City’s Panorama Market consists of a) schedule of monitoring was done once in a week during revitalization program going on and b) the monitoring was done by Manager Functionary of Activity Technical derived from Trade Division of Agency of Trade and Industry of Bengkulu City.

    ABSTRACT
    The purposes of this research are to understand and describe the implementation of Health Operational Assistance program by The City Health Office and to analyze the factors causing low of target attainment of healthy service terms in the implementation of Health Operational Assistance program in Bengkulu City. This research includes descriptive research with qualitative approach. The analyzing of data used method of qualitative inductive is the approach not use calculation, but the finding data be described from general form to specific form.
    This research shows that 1) Implementation of Health Operational Assistance program by The City Health Office of Bengkulu in every stages begins from preparations and implementation have done finely and suits with Guidance of Technical Year 2012, 2) The factors caused low of target attainment of healthy service terms in the implementation of Health Operational Assistance program in Bengkulu City a) Terms of midwifery complication was handled be effected by low of education degree of mother, father, family, and societis’ think pattern were less trust to abilities of medical employees in Public Health Service Centre, b) Terms of neonatus complication was handled be effected by knowledge degree and awareness is low to importance of neonatus’s healthy and many mothers not do calling of neonatus to Public Health Service Centre and that networks, and c) Terms of children under five years’ service were effected less of society’ awareness to carry out their children under five years to Public Health Service Centre and that networks, especially to get service of 5 (five) kinds immunization of complete basic are freely because be funded by government. Generally, the factors were caused low of target attainment of healthy service terms in the implementation of Health Operational Assistance program in Bengkulu City were effected degree of people’ education effects to low of knowledge degree and awareness to importance of Mothers and Children’ Healthy.

    ABSTRACT

    The purposes of this research are to determine operational costs economically in development of building campus III of Prof. Dr. Hazairin, SH University of Bengkulu City uses value engineering method and to analyze social and environment aspects relate with that building based on various of regulation relate with construction of buildings. This research is descriptive with quantitative and qualitative approach. Method of collecting data uses observasion method.

    The results of this study show that (1) the application of value engineering methods in building campus III Prof. Dr. Hazairin, SH University of Bengkulu City, the cost of construction of the building to be more economical, amounting Rp.4,067,205,005.77 of the initial cost of development of Rp.4,489,338,010.28; (2) the application of value engineering method obtained Rp.422,133,004.51 or cost savings of 9.4% with a material adjustment to the existing types of construction work; (3) building erected on their own land, the Foundation of Semarak Bengkulu, so it has been in accordance with the provisions contained in Article 32 of the Regulation of the Minister of Education and Culture, Number 49 Year 2014; (4) The building has a BMI in the process of founding the GSB within 30 meters of the shaft Jalan Sudirman as one of the arterial roads in Bengkulu City, so that it complies with Article 1 letter (x) Bengkulu City Regional Regulation No. 21 Year 2003 and Decree No. 269 of Bengkulu Mayor 2004; and (5) the building was set on the ground and the topography is hard, flat, and stable which is far from the river, the beach, and a railway station which incidentally does not exist in Bengkulu City. Building established in areas that are not under Air Line High Voltage and Extra High Voltage Air Line.

    THE PLANNING OF CABLE CAR AT ATTRACTION OF KEPALA SIRING, VILLAGE KEMUMU, DISTRICT ARMAJAYA, NORTH BENGKULU

    THE PLANNING OF CABLE CAR AT ATTRACTION OF KEPALA SIRING, VILLAGE KEMUMU, DISTRICT ARMAJAYA, NORTH BENGKULU

    ABSTRACT

    The purpose of this study is to design a hanging rail plan in attractions Kepala Siring, Village Kemumu, District Arma Jaya, North Bengkulu Regency which includes the design of the motor, the design of load-bearing steel wire rope, the design of the drum and pulleys, the passenger cabin design (gondola), and the design of support poles. The results showed that (1) the design of the motor consists of (a) the motor specification includes power based on the load capacity of 14.4 kW, 7.2 kW input power, efficiency of 83.78%, 1,800 RPM synchronous speed, slip 20.56%, tide moments 1,700,975 Nm, the engine capacity of 8.4 tons/hour, and the number of cycles of 7 cycles/h and (b) the rotational speed of the motor control system with DC injection current 33.94 A; (2) the design of load-bearing steel wire rope include (a) a diameter of 8.94 mm, (b) the tension in the steel wire rope or SWL (Safe Working Load) 12.74 kN, (c) a heavy burden total work 12 kN, (d) 355.54 kg maximum tensile stress, and (e) the life of the rope 1 year 5 months; (3) the design of the drum and pulleys consisting of (a) the circumference of the drum includes a drum style 3,997 N, the total force on a second drum circumference of 7994 N, the loss on the bearing   600 N, and total propulsion efficiency of 1.3% and (b) include a minimum diameter pulleys pulleys that allowed 250 mm, the amount of curvature that allowed 25 arches, and the minimum voltage rope pulley wheels 150 kg/cm2; (4) the design of the passenger cabin (gondola) include (a) the mass of the aluminum plate for the passenger cabin 4 units of 240 kg and (b) the strength of the rod hanger cab by 2,599 N; and (5) the design of support poles consist of (a) poles form of T includes a bending moment of 3600 Nm, normal force 357,432.35 N, shear stress 89250.26 N/m2 and (b) support poles include H shape bending moment of 15,000 Nm, normal force 393,204.02 N, and the shear stress 44625.13 N/m2.

    THE STUDY OF ENTREPRENEURSHIP MOTIVATION, JOB DISCIPLINE, AND JOB SPIRIT OF SELLERS AT TRADITIONAL MODERN MARKET, BENGKULU CITY

    ABSTRACT



    The purpose of this research is to describe entrepreneur motivation, form of work discipline, and image of work spirit sellers at Traditional Modern market, Bengkulu City. The population in this research is all of seller who sells at Traditional Modern Market, Bengkulu City a number of 480 persons consist of seller of clothes seller, shoes seller, accessories seller, another seller. With method of Cluster Random Sampling is obtained amount of sample are 120 persons. The analyze method used to image entrepreneur motivation, form of work discipline, and image of work spirit sellers at Traditional Modern market, Bengkulu City is descriptive method with quantitative approach use Likert Scale with 5 (five) scales are very agree, agree, just ordinary, not agree and very low not agree. Results of this research showed that (1) the highest entrepreneurship motivation is to get prestige by having own business. The lowest entrepreneurship motivation to give contribute to society or definite problem. Totally, entrepreneurship motivation included in very agree criteria, (2) the highest form of job discipline is to realize discipline in order to the aims (targets) are definite can reach optimally. The lowest is to realize the high productivity suits their hope, in short periode of time and long period of time. Totally, form of job discipline included in agree criteria and (3) the highest image of work spirit is expectation of successful to the aim. The lowest image of job spirit is impulse and support morale from the nearest persons. Totally, form of job discipline included in ordinary criteria.

    The purpose of research is to analyze the factors of slowly development business weaving of Bumpak’s custom in Seluma Regency. This research is field research. Method of collecting data uses questionnaire substantially contains estimation about the factors influence development of Small and Medium Enterprices commonly. Results of the research showed that (1) internal factors with percentage 24,297%, it means this factor is dominant factor can explain 24,297% of the variables’ variance; (2) capital and competitor with percentage 10,293%, it means this factor can explain 10,293% of the variables’ variance; (3) factor of management and services with percentage 8,254%, it means this factor can explain 8,254% of the variables’ variance; (4) factor of location and production with percentage 7,947%, it means this factor can explain 7,947% of the variables’ variance; (5) marketing factor with percentage 5,885%, it means this factor can explain 5,885% of the variables’ variance and (6) factor of Government and society consist of Local Government’ policy, Local Government’ building, societies’ social cultural, and market condition with percentage 4,963%, it means this factor can explain 4,963% of the variables’ variance.

    ABSTRACT

    The purpose of research is to examine the factors influence customers’ satisfaction shopping at Hypermart Bengkulu. This research is descriptive with quantitative approach. Method of collecting data uses observasion and questionnaire substantially contains estimation about the factors influence customers’s satisfaction. Results of the research showed that (1) the attributes associated with the product affects the satisfaction of consumers shopping at Hypermart Bengkulu; (2) attributes of service-related effect on the satisfaction of consumers shopping at Hypermart Bengkulu and (3) the attributes associated with the company influence the satisfaction of consumers shopping at Hypermart Bengkulu. All manifest variables that make up this attribute is any excess of the company as a nationwide company (a subsidiary of PT. Matahari Putra Prima, Tbk) contained in almost every province in Indonesia, and is one of the retail giant in the province of Bengkulu. That is, an excellent corporate image in the eyes of consumers, so that these exogenous factors are dominant factors that affect customer satisfaction Hypermart shop in Bengkulu.
